Wyoming is home to some of the strictest marijuana laws in the United States and one of the few that hasn’t decriminalized weed. Actually possessing, being under the influence, selling or growing weed can get you into some pretty hot water.

We all know it’s April and as the 20th day of the month approaches, there’s a good chance you may want to partake of the unofficial pothead 420 holiday. The problem for you is that real marijuana isn’t legal in Wyoming just yet and partaking of the day could land you behind bars.

You may’ve heard the rumors of how  4/20, 4:20, 420 came to be. Like it was the police code when marijuana smoking was taking place or it’s because of a Bob Dylan song called ‘Rainy Day Women’. Which are all fun stories, but the real story is linked to high school students and they’re love of week.

The story behind the number has actually been traced back to 1971 in California when 5 teens would meet up at 4:20pm on their high school campus and smoke the lefthanded cigarettes. They chose 4:20 because most after school activities had ended. As a code for marijuana, they would say ‘420’ to each other. Somehow the Grateful Dead got involved and it became the universal code for smoking.

Even though some states have (in some form) legalized marijuana, Wyoming isn’t one. Idaho, Nebraska and South Carolina are the others. Some of Wyoming’s neighbors, Colorado, South Dakota and Montana have all legalized Cannabis for adults. Not here in the Cowboy State, though.

If you were to go out of Wyoming and buy cannabis from a legal dispensary, you can’t bring it back into the state.

Wyoming’s law is very clear that anyone that uses marijuana has broken the law and that it’s punishable to a $750 fine and possible jail time. If you’re caught with marijuana, the punishment could be even worse.

What is legal in Wyoming is the CBD flower. Which is also from the Cannabis plant, but has very little THC and is not marijuana and doesn’t have all the effects. According to Plattehemp.com,

They share similar characteristics but have unique traits for differentiation and application purposes.

The CBD is said to:

  • Reduce Muscle Pain
  • Better Sleep
  • Ease The Pain Of Headaches
  • Improve Skin Health
  • Feel Relaxed

Congress has a bill right now that is the Marijuana Opportunity Reinvestment and Expungement Act, that has passed the House, but is stalled in the Senate. That would federally take marijuana off the list of substances under the Controlled Substances Act and federally get rid of any criminal penalties.

As of NOW, it hasn’t passed and Marijuana is still illegal in Wyoming. If you’re going to celebrate 420, you’re going to have to find some other way.

The service is top notch, the salsa is entirely homemade and the dishes are as picante as you wish.
If Taco John is your favorite kind of Mexican food then don’t even bother coming here. If you want a REAL Mexican experience then hurry over to Don Juan!
This was the best culinary surprise I had in Casper. Seriously, Don Juan is the best food, service and experience in Casper.

Philip B. stated: “Fast food style Tex-Mexican food in franchise form. The meats: steak, ground beef, pork carnitas, fajita chicken, can all be applied to their burritos, hard or soft tacos, salads, Mexican gumbo or quesadillas. There are multiple options of beans and rice. The cilantro lime rice is great.
There are four salsas to match your desire. Food is assembled in front of you in a subway style assembly line so you get what you want. Highly recommended to cater your event. The owner is highly involved in the business and makes sure everyone is pleased. They have a pick your combo soda machine which is fun. All the food is fresh and put together per order which you can’t beat. Not traditional Mexican by any means, but a nice alternative to other fast food.”

15 Things Every 90s Kid in Casper Totally Remembers Doing

1. Spending All of Your Money at Aladdin's Castle

1. Spending All of Your Money at Aladdin’s Castle

If you grew up in Casper in the 90s, you remember spending lots of time at Aladdin’s Castle in the Eastridge Mall. For those unfamiliar, long before everything was played online and home there were these places called “arcades”. The arcade was a place where you would meet friends and play video games together in person. Not something that is done in the present. #simplertimes
2. Spending Your Weekends at the Wagon Wheel Roller Skating Rink

2. Spending Your Weekends at the Wagon Wheel Roller Skating Rink

Roller skating has unfortunately rolled off into the sunset, but it was a hot trend in the 90s. Most Casper kids found them selves busting out their rollerblades on the weekends at the Wagon Wheel in Mills. Every single time I hear the Ghostbusters theme song, I picture myself skating around the rink with the fog machine on. You’re thinking about it too right now, aren’t you?

3. Getting Super Excited About Scholastic Book Fairs

Oh man. Don’t get me started on these. In Casper classrooms, this was never really a ‘fair’ of any kind, but rather a time when the order forms showed up. Nonetheless, I always got super excited to pick out some new books. Do these still happen? Do kids still get exited? Just me?

4. Hanging Out at the Eastridge Mall – ALL DAY

Things are much different now, but in the 90s malls were still cool and relevant. Kids and families would spend an entire day at the mall. Even if you weren’t shopping, that is where people hung out. YOu would meet up with friends, walk around, eat in the food court and interact face to face. It seems weird to hang at a mall nowadays, but that was the thing to do on a Saturday in the early 90s. Admit it, you were there all the time.

5. Asking Your Parents to Take You to the PV Pool – It Was the Only One With a Slide

Back in the 90s, the Paradise Valley pool was the only Casper pool with a slide. Now we have slide at almost every pool and splash pads. In the 90s you had to go all the way to PV to get the thrill of a water slide. I recall even walking there. You needed to have extra money to buy the wristband for the slide. If you didn’t have that wristband, you were nothing and your day was ruined.

6. Renting VHS Tapes at ‘1000’s of Videos’

Before Blockbuster came to Casper, we rented our videos 1000’s of Videos. It seems like forever ago even going to a Blockbuster. You may also recall renting videos for the grocery store like Smith’s or Albertsons, but his was the prime spot for the best movies. There were two locations in Casper. One on CY Ave and one on 12th Street. #RIP

7. Seeing All the NEW Movies at the Mall

Back in the day there was a movie theater at the Eastridge Mall. This is where all the brand new first run movies were shown. At the time we did have the America and the Rialto downtown (which were far more superior), but those were the second run theaters. The theater at the mall was crap. The screens were small, the sound was bad, and they were never clean. If you wanted to see the newest movie that just came out, this was your only option.

8. Playing Pogs on the Playground

POGS! I don’t really have to explain this one. If you were a kid in the 90s, you had pogs at one point. You played these on the playground of whatever Casper school you went to. Our parents never understood what was so great about blowing money on little cardboard discs, but never did we. We just liked them.

9. Going To A Friend’s Birthday Party at Kids Works

Everyone know about Kids Works now, but in the early 90s it was brand new and a BIG deal. Casper never really had a place like this prior to 1993. The only thing close was going to birthday parties at Hardees or McDonalds and playing in their tiny place places. Kids Works was huge and so much fun. If you got a birthday invite to a party at Kids Works, you wouldn’t sleep for days due to the excitement.

10. Going on the Field Trip to Fort Laramie

Every Casper kid rememberers the 4th grade field trip to Fort Laramie. For most kids, this was the first school trip that took them out of town. I’m pretty sure there is a disposable camera laying around my parents house with undeveloped photos from this trip. Remember ‘hard tack’? That stuff was awful, but I was excited to try it.

Long before the days of mobile phones and social media, we had AOL. Anybody who was anybody was on AOL IM right after school talking with their ‘buddies’. Much like social media, the number of buddies you had on your list held weight in your social status. I can still hear that dial up sound now.

12. Eating at the K-Mart Cafe

K-Mart left us a few years ago, but there is still some nostalgia in thinking back to hanging out and eating at their cafe. There was nothing special about, yet I still liked going as a kid. I would myself an ICEE and a pretzel, or nachos. Once again, nothing special but the memory remains. What about you?
13. Eating at El Jarro

13. Eating at El Jarro

Not to offend anyone, but El Jarro was never any good. For some reason as a child in Casper in the 90s, this place was special. I remember always getting excited when we went there for dinner. The building was cool. The atmosphere was different. There was just something about it.I always heard kids on the playground bragging about their dinner there the previous night. El Jarro is long gone, but the building remains and is home to The Fort now.

In 1997, ‘Starship Troopers’ was premiered in Casper at the America Theater. The production had done a lot filming near Casper at Hell’s Half Acre. There were even many Casperites casted as extras in the film. This was a big deal to Casper. The premier was jammed packed and everybody wanted to be a part of it. Were you there? I f not, I bet you wanted to be.
